fix persistence barrier

The existing platform detection for showing the add to home screen barrier is still sometimes broken. Rewrite it all to use the common ua-parser-js instead. Tested on:

• Linux Firefox
• Windows Brave
• Android Vanadium
• Linux Chromium
• Android Brave
