New QueryEvent QueryManager

hr/new-query-event into master

Builds on the new QueryServer has increased test coverage, and will aggregate event requests for a system within an async boundary. A change of behavior is this now correctly allows querying a deleted event, and event by index separately, and referencing either pointer will return the delete event.
