Added retry for creating http server when port is in use

Addresses one of the issues in https://github.com/futo-org/grayjay-android/issues/1395 regarding ChromeCast failing to cast (when proxied).

Not fully resolved yet though, one more issue pending to be investigated/addressed regarding ChomeCast entering into a state of refusing connections.
