This change encapsulates mInKeyRepeat (former mRepeatKeyIndex) into
UIHandler class.  Also this eliminates mCurrentKey and mLastTapTime
dependency from repeatKey method.

method.  Also slightly cleanup onModifiedTouchEvent.
