Michael/dehydrated devices pickle key update

• Changed pickle key format to match Android
  • Now we use a random 32 byte string kept in SS
• Now we gracefully fail and continue device dehydration if something goes wrong with device rehydration

Edit: Marking as draft since we're changing the pickle key to random byte strings now
