Create new circle if user does not have any

As were discussed here is next changes that need to be added:

1. if user does not have circles when he tap on "Accept invitation" we redirect user to "Create a new circle" screen.
2. there we allow him to enable/disable "Invite this user to follow my timeline for this circle".
3. after user tap on "create circle" button he will automatically accept invitation
