Allow account setup with default avatar

Is there a reason why we require users to setup an avatar for their account on first setup? On Android we currently don't require avatar setup on account creation.

Also noticed we give a warning stating that circle room avatars are not encrypted. If this applies to user avatars as well, then should it be a requirement that a user chooses one?
