Consistent ordering of rooms

Rooms appear in a different order every time we re-render the Groups, Circles, and Photo Galleries overview screens.

Users would find it more understandable if we were more consistent here.

Options:

1. Sort by most recently updated
2. Sort by roomId -- easiest to implement and this way it's stable forever
3. Sort by room name -- easiest for the user to understand
